GALVESTON, Texas (AP) - It's been one year since Hurricane Ike swamped parts of Galveston -- and state officials want to do more to protect against future storms. Land Commissioner Jerry Patterson will be in Galveston today to announce details of a two-year, $25 million coastal protection plan. BAGHDAD (AP) - An American soldier has been detained after a KBR employee was shot and killed at a U.S. military installation in Tikrit, Iraq. Houston-based KBR says it is cooperating in the military investigation. The man who died was 27-year-old Lucas Vinson of Leesville, La. CEDAR PARK, Texas (AP) - The Texas Department of Public Safety says a pilot wasn't hurt when his homebuilt helicopter crashed into some trees in Cedar Park. The cause of the crash is sought. DALLAS (AP) - One of the largest cities in Texas has expanded its rail line service. Dallas Area Rapid Transit today began operating phase one of its "green line."
