Voter Registrar sends letter to BISD board raising questions about proposed election

KFDM News has obtained a copy of a letter the Jefferson County Voter Registrar/Tax Assessor-Collector wrote to the BISD board in which he raises questions about the legality of a planned November election and his office's role in preparing for a vote.
Shane Howard sent the letter Friday.
Howard says it'll cost more than $64,000 for research and programming and other costs related to interpreting the Plan 1 redistricting map, as well as the cost of issuing voter registration cards.
He says the district hasn't provided information normally given to his office by political entities when undergoing redistricting.
According to Howard, voters may be confused receiving as many as three voter registration certificates from a single political entity in one year.
"I am deeply concerned that my office may inadvertently aid and abet an unlawful act to empower undemocratic actions by a political entity in the County," Howard said in his letter. "My ethical and legal responsibility, indeed, DUTY, is to bring this to your attention and ask for some clarification to what appears to be a stubborn march to an unlawful election. I will not participate in tyranny of any type, even that undertaken with the best of intentions."
A hearing resumes next week in Judge Donald Floyd's court that could determine whether BISD holds an election in November.
