The city of Orange settled with a police captain who shot an unarmed man

KFDM News - The city of Orange has settled with a police officer who shot an unarmed man while off duty.

It happened in July 2010, when Robert Arnold shot James Whitehead outside of O'Reilly Auto Parts.

Whitehead caused a disturbance when the store wouldn't let him return a part.

Arnold was the first black captain of the Orange Police Department. 
Today's $600,000 settlement includes a provision that Arnold can never be employed by the department again.

The city had withheld Arnold's pay, so the settlement funds would be available without tapping into city reserves.

In a statement, the city of Orange said it was "relieved this awful incident is over."
