PNPD releases to KFDM name of golf cart driver killed in collision

Port Neches Police are releasing to KFDM News the name of a man who died when he drove his golf cart onto a highway and was struck by a car.
Chief Paul Lemoine says Robby Wayne Chapman, 47, of Groves, was killed in the collision at about 7:30 p.m. Tuesday.
According to investigators with the Port Neches Police Department, Chapman was driving his golf cart west on 4th Street and failed to yield the right of way at the stop sign when he pulled onto Highway 366 and into the path of a driver traveling north. The car hit the driver's side of Chapman's golf cart. Chapman was struck and died at a hospital.
Investigators don't believe speed was a factor. They say it was foggy at the time of the accident and visibility was less than ideal.
The accident remains under investigation and police haven't filed any charges.
Chief Lemoine tells KFDM News the Port Neches city ordinance allows people to drive golf carts in areas where the speed limit is 35 mph or less. He says drivers can legally cross a street at a 90 degree angle even if the speed limit on that street is greater than 35 mph. However, Chief Lemoine says state law prohibits golf cart drivers from crossing a state highway after dark.
