TEA releases BISD Special Education report; recommends monitor for special education

KFDM News has obtained a final report the Texas Education Agency released following its investigation into the Beaumont ISD Special Education program, and among the findings and recommendations, the agency is recommending the state appoint a monitor to oversee and ensure improvement to Special Education.

The report is part of the TEA's investigation into several areas within BISD, including teachers and students who claim there was organized cheating on tests, a probe into the district's finances and student attendance.


The agency continues investigating the other areas. Among the possibilities: it could move to take over the district and replace the school board with a board of managers; appoint monitors in other areas; and/or recommend additional changes.


The TEA final report into Special Education includes these recommendations and required actions:

*The PMI Division is recommending to the Commissioner of Education that a monitor be assigned to the district to oversee the improvement of program effectiveness concerns and the correction of noncompliance.

*Evaluate the Special Education staffing at each campus.

*Continue to utilize a district-wide committee to review and revise processes; provide extensive training on the processes and procedures that will be utilized at all campuses to provide interventions to all struggling students; develop a system to evaluate consistent implementation district-wide.

*Develop plans for integrating students who attend the Oaks Education Center with more nondisabled peers.

After receiving the Special Education Final report from the Texas Education Agency, which includes 29 recommendations, BISD issued this response:

"We are currently evaluating the recommendations and plan to have a path forward offering a timeline.  The district and special education team will make a presentation to the Board of Trustees and the public on February 20, 2014 at the regular scheduled board meeting.  A copy of the report has been hand delivered to our Board of Trustees."
