Woman's ex-boyfriend charged with Kountze murder

HARDIN COUNTY - Law enforcement officers have charged a man with murder and aggravated assault with a deadly weapon following Monday's shooting death of his ex-girlfriend and the shooting of a man in Kountze.

Kountze Police Chief Paul Darks identifies the suspect as Sandy Ray Irvine, 43. A judge has set his total bond at more than $1 million on charges of murder, aggravated assault with a deadly weapon and evading arrest.

Chief Darks says Irvine is the ex-boyfriend of Jasmine Luquinta Powell, 29. Irvine is charged with murder in Powell's death and with aggravated assault with a deadly weapon in the shooting of Terrion Moffett, 33.

According to Darks, Kountze Police received a call at about 7:15 a.m. Monday reporting shots fired near 130 South Pecan Street in Kountze.

Officers discovered that there were two victims and the gunman had left the scene.

The first victim was found lying on his stomach in the front driveway, partially beneath the rear of a parked, light brown mini van. The man had what appeared to be four gunshot wounds to the back area of his body. The top of his clothing was covered in blood. The victim appeared to be conscious and stable. He identified himself as Terrion Moffett, 33.

Officers discovered a second victim, a woman, lyong on her back on the front porch of the home. She was bleeding heavily from what appeared to be a gunshot wound to the back of her head. Officers found no vital signs and Justice of the Peace T.J. Hall pronounced her dead at the scene at 8:17 a.m.

The victim was identified by her driver's license as Jasmine Luquinta Powell, 29.

Police spoke with witnesses and identified the suspect as Sandy Ray Irvine, 43, an ex-boyfriend of Powell.

Police took Irvine into custody late Monday morning and at about 7:30 p.m. Monday he was charged with murder and at about 7:30 a.m. Tuesday he was charged with aggravated assault with a deadly weapon.
