PAPD releases name of drowning victim
PORT ARTHUR - Port Arthur Police have released the name of a man investigators say drowned in the waterway off Pleasure Island.
Marlin Wayne Francois, 37, of Port Arthur, drowned after he fell off a fishing pier, according to investigators.
Police say a resident heard and saw a person fall from the City of Port Arthur dock, directly behind city hall in the 400 block of 4th Street, at about 2 p.m. Wednesday, according to the Port Arthur Police Department.
The person drowned after falling into the water.
The witness flagged down a nearby U.S. Coast Guard vessel and they immediately began a search, according to the Port Arthur Police Department.
The Coast Guard was joined by the Jefferson County Sheriff's Department Marine Unit and Port Arthur Fire and Rescue and a short time later an unidentified person, described as a black middle aged man, was pulled from the Sabine-Neches Ship Channel.
Investigators found a bicycle and a bag of bait shrimp they believe Francois brought to the pier. They also found a bicycle nearby.
Justice of the Peace Tom Gillam was called to the scene.
